Jim Charrier retired from the Missouri State Emergency Management Agency in 2015 where he was serving as the Special Projects Manager for the SEMA Executive Staff. Prior to this assignment he served as the State Training Officer for the State Emergency Management Agency (SEMA) managing the state-wide emergency management training as part of the federal preparedness program for the state of Missouri. As many do in the field of Emergency Management, Jim often wore more than one hat. For twelve years he simultaneously managed the state-wide training and exercise programs, effectively managing thousands of training courses and over one thousand exercises. He was also an Operations Chief for SEMA during time of disaster managing a shift in the State Emergency Operations Center (SEOC). Jim is a veteran of many state and federal disasters dating back to the flood of 1993.
Jim retired from the Missouri Army National Guard after twenty-four years with combined United States Air Force active duty and Army National Guard service. He specialized in Communications in the Air Force and held multiple command and staff assignments as a Military Police Officer in the National Guard including Operations Officer for the Military Support to Civilian Authorities Branch at the state level.
Prior to serving in SEMA, Jim held various positions of increasing responsibility within the Missouri Department of Corrections. These positions included both tactical and administrative assignments and culminated with the position of Regional Training Administrator. As a lieutenant with the Department of Corrections, he was the institutional Emergency Squad Field Commander and a member of the Special Tactics and Response (STAR) Team and responded to many emergencies throughout the state of Missouri.
Jim Charrier has Baccalaureate degrees in Criminal Justice and Business Management from Tarkio College as well as a Masters Degree in Security Studies/Homeland Security from the United States Naval Post-Graduate School.
Plans, organizes and directs the operation of the county emergency management program with local government, civic and business officials and other interest groups; coordinates the emergency and assists business firms in establishing industrial emergency management program; meets with state and federal emergency management officials to coordinate the county emergency program; prepares various forms, official documents and reports for state and federal officials; prepares the budget for the emergency management programs. Testing and maintaining of early warning siren system for Moberly and Huntsville. In the event of a disaster, activates the emergency center and assists the county or city officials with command and control of the incident.
