This is a response letter to the Letter of Warning the City of Moberly received on January 11, 2024, regarding a second odor exceedance at the Rollins CSO basin. Described below are steps that have already taken place, plus steps that are in progress and planned for the coming weeks:
- 12/23 – Ace Pipe removed 48k gallons of grease from the top of the Rollins CSO Lagoon. It was determined that residual grease from the sanitary lines leading to the Rollins CSO should be removed before attempting to remove any additional grease from the Rollins CSO basin.
- 1/15/24- Ace pipe began cleaning the 2,000ft of 42in Sanitary line from St. Charles Ave east to Union Ave then South to the Taylor St Basin. This cleaning is expected to be completed in the week of 2/9/24.
- 1/24/24- There was 9,000 gallons of grease removed from the N. Morley Pump Station due to the failure of the JBS DAF unit. Failure of the DAF unit caused a “slug” of grease to enter the city’s wastewater treatment plant over a 5-day period.
- 1/25/24 – The City ordered JBS foods to immediately discontinue discharging the plants industrial waste to the city system and to haul away all materials except the sanitary waste. This should reduce grease buildup in the Rollins CSO basin and reduce odors.
- 2/5/24 – Ace pipe will remove all grease from the overflow storage tanks at the N. Morley Pump Station.
- 2/5/24- City crews will begin the removal of all sanitary line grease from the Taylor St CSO basin to the Rollins St. CSO basin.
- 2/6/24 – The city council will approve the purchase of 2 Sunflo mixers/aerators for the Rollins CSO. Aeration should reduce odors from the Rollins CSO basin.
- 2/6/24- ESS will begin the Force Main extension project that will re-direct all JBS future flows away from the Rollins CSO and direct them into a sanitary trunk line on the east side of Hwy 63 then on to the WWTP.
- 2/7/24 – Ace Pipe will begin the removal of the grease “Fat Cap” that is floating on top of the Rollins CSO basin. At this point there should be very little new or residual grease coming into the basin.
- Bi-weekly inspections will take place of the Rollins CSO and the surrounding area.
- Staff plans to start slowly draining up to 90% of the existing grease contaminated water from the Rollins CSO basin and send it directly to the WWTF.
- Moberly is a combined storm/sanitary system so after a few measurable rainfalls the CSO should be replenished with water that is void of JBS materials.
- The plans to dose the Rollins CSO with 1400 gallons of Bioxide once the CSO is close to normal pool.
- 4/24 – The Force Main extension is expected to be completed and a bypass pumping system is to be put into place to allow JBS to resume discharge if all requirements of their consent order are met.
- 4/24 – Two Sunflo mixers are to be installed in the Rollins CSO basin to reduce odors.
